RAWALPINDI (special crosspondent) – The preliminary feasibility study for the Rawalpindi Ring Road Phase II project has been formally completed, identifying the expansion of the existing M-2 Motorway as the most strategic and fiscally responsible solution to enhance connectivity between Thalian and Hakla Interchange. According to the technical assessment provided by NESPAK, the expansion of the motorway is considered the most efficient, cost-effective, and practical approach to addressing regional traffic demand.

Project Details and M-2 Expansion

Under the primary recommendation of the report, the 15.3-kilometre stretch of the M-2 Motorway will undergo significant structural improvements, expanding from the current three-lane configuration to five lanes on each side. The project, which aims to alleviate growing traffic congestion and optimize travel efficiency, is estimated to require an investment of approximately Rs9 billion.

Alternative Alignment Proposals

The feasibility report submitted for review also includes two additional alternative proposals. The second option entails the construction of a new 19.5-kilometre highway situated on the eastern side of the existing motorway, with an estimated project cost of Rs18 billion. The third proposal puts forward the development of a 26.5-kilometre corridor along the western side, carrying the highest projected cost of Rs24 billion.

Economic and Technical Considerations

Industry experts have highlighted that the western alignment would represent the most capital-intensive option, necessitating extensive land acquisition processes that would likely lead to prolonged construction timelines. Conversely, the expansion of the existing M-2 infrastructure is projected to reduce overall construction costs by 50 to 60 percent, while drastically minimizing the logistical complexities associated with additional land acquisition.

The study further addresses critical technical requirements, including robust traffic management protocols during the construction phase, right-of-way management, and the architectural design of interchanges. Concluding that the M-2 Motorway expansion is the most sustainable path forward, the final proposal is now slated for submission to the Punjab Cabinet for administrative approval.
