OGRA to Implement Daily Petroleum Pricing Mechanism for Consumer Transparency

ISLAMABAD (special crosspondent) – The federal government has officially announced a strategic shift toward a daily petroleum pricing mechanism, tasking the Oil and Gas Regulatory Authority (OGRA) with the daily determination and publication of fuel prices. This reform is designed to align domestic costs with international market trends, fostering greater transparency and ensuring that global price fluctuations are transmitted to consumers with unprecedented speed. The announcement follows Prime Minister Sharif Orders Accelerated Ease of Doing Business Reforms across various economic sectors.

New Regulatory Oversight and Pricing Structure

Federal Minister for Petroleum Ali Pervaiz Malik and Federal Minister for Information and Broadcasting Attaullah Tarar outlined the initiative during a joint press conference in Islamabad. Ali Pervaiz Malik clarified that under this new mandate, the responsibility for price determination moves from the government to the independent regulator, OGRA. The authority is now tasked with publishing daily benchmark prices alongside a granular breakdown of the retail cost components, providing the public with full visibility into how fuel costs are calculated.

The mechanism utilizes a seven-day average of Platts international benchmark prices. This ensures that domestic retail rates react dynamically to shifts in the global energy market. The government underscored that this is part of a wider push for efficiency, similar to efforts seen in other sectors, including recent initiatives where Pakistan Joins Founding Members of WAICO at Shanghai AI Conference to enhance technical standards.

Addressing Global Market Volatility

Attaullah Tarar emphasized that this transition aligns Pakistan with global best practices. He noted that consumers will see the immediate benefits of any declines in global oil prices. OGRA will host daily updates on its official website, while an integrated online portal will allow citizens to report instances of fuel hoarding or illegal profiteering. Addressing recent global market pressures, Ali Pervaiz Malik highlighted that geopolitical tensions have significantly inflated costs, with diesel benchmarks rising from $110 to nearly $140 per barrel and petrol moving from $89 to $100 per barrel.

Despite these challenges, the government has allocated roughly Rs130 billion in subsidies to mitigate the impact on the public. Tarar added that the administration successfully averted supply chain disruptions during regional crises by securing alternative cargo routes, ensuring that domestic fuel availability remained stable.

Energy Sector Transformation and Future Outlook

The government is currently overseeing a comprehensive transformation of the energy sector, prioritizing deregulation, energy security, and the modernization of local refineries. A high-level committee has been tasked with finalizing the future energy pricing framework within the next three weeks. Furthermore, the government has engaged international consultants to evaluate the establishment of Strategic Petroleum Reserves (SPRs). Ongoing diplomatic and commercial discussions are being held with key partners, including Saudi Arabia, Kuwait, Qatar, Türkiye, and the United States, to bolster long-term energy storage.

In a significant boost to domestic production, the Petroleum Minister announced that Turkish Petroleum is set to resume offshore exploration in Pakistan after a 20-year hiatus, with operations scheduled for October. These efforts are part of a broader strategy, which includes addressing circular debt in collaboration with the IMF and finalizing the Refinery Upgrade Policy to modernize the nation’s energy infrastructure and incentivize investment in exploration.
