RAWALPINDI (special crosspondent) – The Rawalpindi Development Authority (RDA) has officially finalized its annual financial framework for the fiscal year 2026–27, with a total budgetary allocation set at Rs 8760 million. The Finance Sub-Committee, presided over by the Commissioner of Rawalpindi and Director General RDA Salman Ghani, successfully vetted the financial estimates. These projections for development expenditure have now been forwarded to the Government of Punjab to secure final endorsement.

Finance Sub-Committee Oversight

The Finance Sub-Committee responsible for this rigorous vetting process comprises high-ranking representatives from the provincial Finance Department, the Planning & Development (P&D) Department, and the Housing, Urban Development & Public Health Engineering Department (HUD&PHE). The committee met specifically to scrutinize the RDA’s fiscal roadmap, ensuring that all proposed expenditures remain strictly aligned with the region’s long-term strategic development objectives. This focus on fiscal discipline is a core pillar of the government’s broader commitment to economic stability and infrastructure growth.

Allocation for Development Schemes

During the session, officials disclosed that Rs 3917 million has been specifically earmarked for a series of both ongoing and new development schemes. These projects are primarily designed to enhance local infrastructure and streamline urban development across Rawalpindi. Key infrastructure initiatives include:

• Rawalpindi Ring Road – R3 Project: This project focuses on the construction of a 38.3 km main carriageway connecting Banth (N-5) to Thalian (M-2), with a budget allocation of Rs 3.0000 million.
• Nullah Lai Project: A critical investment of Rs 1 million has been assigned for the feasibility study and detailed design of the trunk and outfall sewer system along the Nullah Lai corridor (N-5).
• Rawalpindi Ring Road (Phase-II): An allocation of Rs 5 million has been dedicated to the feasibility study and detailed design phase, stretching from Thalian (M-2) to G.T. Road (N-5).
• Urban Planning Initiatives: The budget also covers essential projects such as the feasibility survey for the RDA Housing Scheme, a comprehensive study of the Master Plan Rawalpindi, and a physical survey dedicated to traffic management and urban planning.

The meeting was attended by a broad spectrum of stakeholders and key officials, including Additional Commissioner Rawalpindi Mansoor Ahmad Khan, Additional DG RDA Masood Ahmad Bukhari, Director Finance RDA Masood Arshad, Director Estate Management Iftikhar Ali, and Director Land Ghazanfar Ali Awan, alongside other departmental officers. The proposed budget underscores the RDA’s ongoing dedication to achieving sustainable urban growth and infrastructural excellence within the Rawalpindi region, as the authority continues to prioritize fiscal governance and administrative transparency in its upcoming development cycle.
