Federal Tax Ombudsman Orders Nationwide Investigation Into iPhone Customs Fraud

ISLAMABAD (special crosspondent) – The Federal Tax Ombudsman (FTO) has formally ordered the Federal Board of Revenue (FBR) to launch a comprehensive, nationwide investigation into suspected large-scale fraud involving the import and customs clearance of iPhones, following credible allegations of an organised criminal syndicate. In a decisive ruling issued by Federal Tax Ombudsman Zafar Hijazi, the office stated that preliminary evidence suggests the existence of a sophisticated network through which a lawful importer was illicitly deprived of a high-value mobile device, despite having paid all mandated customs duties and federal taxes.

Origin of the Investigation

The case gained national attention after a citizen filed a formal complaint alleging that his sister had dispatched an iPhone 16 Plus from Canada via FedEx in December 2024. Upon the shipment’s arrival in Karachi, the recipient dutifully paid Rs138,526 in taxes to the Pakistan Telecommunication Authority (PTA) for the device. Despite this financial compliance, the iPhone was never delivered to the rightful owner. Subsequent inquiries revealed that the device had been released to an unauthorized third party through the presentation of a forged authorisation letter.

Systemic Failures and Regulatory Oversight

While Customs officials maintained that the release followed standard verification protocols for documents submitted by a clearing agent, the Federal Tax Ombudsman expressed profound skepticism. The FTO specifically questioned why the legitimate consignee was denied possession of the device despite being clearly identified in all official import records. Further forensic inquiry revealed that while the consignee’s name remained unaltered on the airway bill and invoice, the contact details and delivery address had been clandestinely modified. Though the initial complainant reported that his specific grievance was resolved, the Ombudsman maintained that the case highlights a systemic vulnerability and decided to continue the inquiry in the broader public interest, a stance that aligns with the broader scrutiny of national institutional integrity.

Mandate for Reform

The FTO has directed the FBR to conduct a rigorous audit of all mobile phones imported through courier services between January 2025 and June 2026. The directive requires the FBR to identify patterns of fraudulent activity, scrutinize the prevalence of forged authorisation letters, and initiate swift legal and departmental disciplinary action against any customs officials or private entities found complicit in the scam. Furthermore, the Ombudsman has recommended the establishment of a uniform Standard Operating Procedure (SOP) for the customs clearance of courier-imported consignments at all international airports across Pakistan. As noted in reports by Dawn, this mechanism aims to permanently seal the loopholes that have compromised the security of international shipments and ensure that citizens are protected from such predatory practices.
