ISLAMABAD (special crosspondent) – The Senate Standing Committee on Housing and Works has formally directed relevant authorities to accelerate the resolution of long-standing systemic issues affecting housing initiatives managed by the Pakistan Housing Authority Foundation (PHA-F) and the Federal Government Employees Housing Authority (FGEHA). The session, held at Parliament House under the chairmanship of Senator Nasir Mehmood, focused on reviewing implementation reports and the overall progress of various housing schemes.

Progress on PHA-F Officers Residencia

During the briefing on the PHA-F Officers Residencia Kurri Road project, members were informed of the ongoing measures being implemented to address persistent civic and infrastructure challenges, including the provision of water supply, storm-water drainage, and essential street lighting. Capital Development Authority (CDA) Member Planning M. Umair provided assurances regarding the access road, a critical infrastructure project linked to broader urban mobility. The committee mandated that the CDA complete the construction of this access road within a three-month timeframe and submit a formal compliance report thereafter.

Review of FGEHA Housing Schemes

The committee further scrutinized progress on key FGEHA housing projects, specifically Green Enclave-I and Sky Gardens (formerly designated as Green Enclave-II). Discussions centered on pending inquiries and ongoing litigation. Representatives from the National Accountability Bureau (NAB) noted that these inquiries have been active since 2018, adhering to established legal frameworks. NAB officials confirmed that while restrictions were initially placed on land transfers, No Objection Certificates (NOCs) are now being processed following the completion of inquiries for cleared mozas. The Director General of FGEHA clarified that shamlaat land remains ineligible for transfer to private individuals and provided technical updates regarding development permissions in Moza Kathar and Moza Mangal.

Official Residence Allocation and Administrative Directive

Addressing a matter of administrative oversight raised by Senator Saifullah Abro, the committee took serious note of the prolonged denial of possession regarding an allotted official residence for a Grade-20 Senate officer. Consequently, the Ministry of Housing and Works and the Estate Office were directed to vacate and hand over the premises within 24 hours. The committee emphasized that transparency and strict adherence to the rule of law are mandatory in the allocation of government properties. Furthermore, regarding a separate public interest matter, the Secretary Housing committed to a full resolution by January 2027, earning commendation from the committee for the ministry’s recent focus on public welfare and project efficiency. The meeting was attended by Senators Abdul Shakoor Khan, Saifullah Abro, Khalida Ateeb, Husna Bano, Naseema Ehsan, and Hidayatullah Khan, alongside senior ministerial officials and representatives from the NAB.
