LAHORE (special crosspondent) – The Chief Manager of the State Bank of Pakistan, Ansar Iftikhar Butt, has announced that the central bank is currently developing a comprehensive new strategy aimed at increasing financial accessibility for Small and Medium Enterprises (SMEs). This strategy is designed to promote value chain financing and will place a renewed focus on direct financing and handholding for small-scale businesses. The announcement was made during an official visit by the State Bank delegation to the Lahore Chamber of Commerce & Industry (LCCI). Acting President of LCCI, Tanveer Ahmed Sheikh, extended a formal welcome to the delegation, which included Deputy Chief Manager Bilal Shafqat, Deputy Director Umar Makhdoom, and other senior officials. Executive Committee members of the LCCI, Sheikh Fayyaz and Nadeem Ansari, were also present during the high-level meeting.

Acting President Tanveer Ahmed Sheikh emphasized that the reliance on collateral-based financing must be reduced. He advocated for the introduction of alternative financing models to better support the SME sector, specifically suggesting the implementation of local Letter of Credit (LC) models and insurance-based financing mechanisms. Sheikh highlighted the critical challenges faced by the textile sector regarding financial liquidity and the issuance of LCs, noting that current banking hesitation is severely impacting industrial output and export volumes. He urged the State Bank to take immediate, practical measures to resolve these bottlenecks. To streamline processes, Sheikh proposed the establishment of a permanent State Bank help desk at the LCCI, a move he believes would mitigate unnecessary delays for the business community. He also called for the simplification of the Asaan Karobar Scheme to ensure wider accessibility for small business owners.

Strategic Cooperation and Future Outlook

In response, Ansar Iftikhar Butt encouraged the Lahore Chamber to identify specific sectors and companies where SME financing is most urgently required. He highlighted that guarantees provided by larger, more established companies on behalf of smaller enterprises could significantly reduce documentation burdens. Butt proposed that the LCCI appoint a dedicated focal person to coordinate with the State Bank on these matters. He reaffirmed the commitment of the central bank to work in tandem with the chamber to promote economic growth and employment generation. The discussion also touched upon broader concerns, including the state of current regional trade, the opening of Letters of Credit, and the overall provision of essential banking facilities to the business community.
