Two 10-Storey Towers Built at Lahore’s Old P&D Building Site, Renamed New Civil Secretariat; Departments Ordered to Shift Offices and Update Addresses

LAHORE: The Punjab government has renamed the Old P&D Building site in Lahore as the “New Civil Secretariat”, with two newly constructed 10-storey administrative towers designated as Tower One and Tower Two. Various provincial departments have also been directed to shift their offices to the new complex and update their official addresses accordingly.
According to the government decision, the Old P&D Building site located on Bank Road, Lahore, has officially been renamed the New Civil Secretariat. A notification issued by the Welfare Wing of the Services and General Administration Department (S&GAD) directed the relevant departments to use the new name in official correspondence, letterheads, office addresses, directories and other official records.
Under the notification, the former Tower A of the Old P&D Building has been renamed Tower One, while Tower C has been designated Tower Two. The concerned departments have been instructed to incorporate the new names into their official records and use the New Civil Secretariat address in official correspondence.
The construction of the new administrative towers at the Old P&D Building site has been part of the Punjab government’s infrastructure development programme. According to available records of the Infrastructure Development Authority of Punjab (IDAP), Administrative Tower A comprises two basements, a ground floor and ten additional floors. The project was undertaken to provide modern office facilities for various provincial government departments.
The process of shifting government departments to the new complex has also begun. One of the towers has become operational and offices have been moved there, while the process of making the second tower operational and shifting additional departments is continuing.
During 2026, various steps were also taken to make the new administrative complex operational, including procurement of security, janitorial and technical services for the towers. Government tenders issued during the year further indicate that the buildings were being prepared for regular administrative use.
Following the change in nomenclature, departments shifted to the new complex will also be required to update their official addresses. Government correspondence, letterheads, official documents and other records will now carry the designation “New Civil Secretariat” instead of the former Old P&D Building address.
It may be noted that Punjab already has the main Punjab Civil Secretariat in Lahore and the South Punjab Secretariat. The latest decision to rename the Old P&D Building site as the New Civil Secretariat relates to the formal designation of the new government office complex and the relocation of provincial departments there. The notification does not, by itself, establish a separate administrative region on the model of the South Punjab Secretariat.
Following the Punjab government’s decision, the former Old P&D Building site on Bank Road will henceforth be identified as the New Civil Secretariat, while its two administrative towers will officially be known as Tower One and Tower Two.
