LAHORE (special crosspondent) – Germany and Pakistan are strengthening cooperation to develop a skilled workforce capable of supporting the country’s rapidly expanding green economy, with particular emphasis on renewable energy, vocational training, and employment opportunities for disadvantaged communities.

Expanding Vocational Training for Renewable Energy

Martin Breitmaier, representing Germany’s Federal Ministry for Economic Cooperation and Development (BMZ), visited the Solar PV Technician Training Centre in Lahore and met graduates of a specialised photovoltaic training programme. The initiative is designed to equip local workers with certified technical expertise and practical resources required to enter Pakistan’s growing renewable-energy sector. As the nation shifts toward sustainable economic development, such partnerships are becoming increasingly vital for growth.

Social Inclusion and Economic Empowerment

A key component of the programme is its focus on vocational skills development and social inclusion. Women and returning migrants are among the groups being supported through specialised training in solar photovoltaic installation and maintenance. Graduates also receive professional certification and start-up toolkits, enabling them to seek employment in the renewable-energy sector or establish their own small-scale businesses. This approach aligns with broader efforts to enhance the local workforce, much like initiatives seen in the national youth training programs.

A History of Bilateral Development Cooperation

The initiative is part of Germany’s broader development cooperation with Pakistan, which covers climate action, renewable energy, sustainable economic development, vocational education, and employment generation. Bilateral development cooperation between the two countries dates back to 1961. The workforce development programme comes as Pakistan and Germany continue to expand cooperation on climate resilience and the country’s energy transition. In May 2026, the two countries signed a €40.5 million technical cooperation agreement covering nine projects in climate, energy, and social protection.

Strengthening Long-Term Climate Resilience

German Ambassador to Pakistan Ina Lepel stressed the importance of strengthening technical skills and local capacity to support Pakistan’s long-term transition towards cleaner energy. The programme is expected to contribute not only to the expansion of renewable-energy infrastructure but also to the creation of new livelihood opportunities for communities facing barriers to formal employment. The Pakistan-Germany cooperation highlights an increasing focus on linking the country’s green transition with skills development, job creation, and sustainable livelihoods, enabling trained workers to participate directly in the renewable-energy economy.
