ISLAMABAD (special crosspondent) – Federal Minister for Finance and Revenue, Senator Muhammad Aurangzeb, held high-level discussions in Washington, D.C., with a delegation from Honeywell Technologies regarding significant proposed investments aimed at modernizing and expanding Pakistan’s refinery sector.

The meeting, led by Honeywell Vice President and General Manager Barry Glickman, focused on the integration of advanced technological and equipment solutions to revitalize Pakistan’s oil refining infrastructure. Minister Aurangzeb expressed his support for the initiative, highlighting its critical potential to enhance the country’s domestic refining capacity. Officials noted that such a shift is essential to reduce the nation’s heavy reliance on imported petroleum products, a move that aligns with broader efforts to stabilize national energy expenditure. Similar strategic initiatives have been observed in other sectors, such as the Pakistan State Oil Named Sole Importer For Diesel In 2026-27 project, which also aims to streamline procurement processes.

Potential Financing Pathways

According to an official press release issued by the Ministry of Finance on Tuesday, the discussions extended to the financial frameworks required to support this industrial upgrade. Both parties explored potential financing avenues, including support from the U.S. EXIM Bank and the U.S. International Development Finance Corporation (DFC). Additionally, the delegation deliberated on the involvement of international export credit agencies and leading global banking institutions to ensure the feasibility of the modernization projects.

Strategic Impact on Economic Growth

Minister Aurangzeb underscored that the proposed collaboration would bolster Pakistan’s long-term energy security and catalyze industrial development. He emphasized that strengthening the energy value chain is fundamental to achieving sustainable economic growth. As the government continues to court foreign partners for maritime and industrial infrastructure, as seen in recent efforts by Federal Minister Junaid Anwar Chaudhry to invite Chinese investment, the focus remains on enhancing domestic output through technological innovation.
