ISLAMABAD (special crosspondent) – The Ministry of Human Rights has officially launched the National Action Plan on Human Rights (NAP-HR) 2026, marking a renewed commitment by the Government of Pakistan to enhance the protection and promotion of fundamental rights through a robust national framework. The initiative was developed by the Ministry in strategic collaboration with the European Union (EU) Huqooq-e-Pakistan II Project.

Official Launch and Stakeholder Participation

The unveiling ceremony featured high-profile attendees, including Barrister Aqeel Malik, Minister of State for Law and Justice, and Barrister Daniyal Chaudhry, Parliamentary Secretary for Information and Broadcasting. The event brought together a diverse group of stakeholders, such as diplomats, parliamentarians, senior government officials, representatives from National Human Rights Institutions (NHRIs), civil society leaders, academia, and international development partners. Commitment to Constitutional and International Standards

Barrister Aqeel Malik described the NAP-HR 2026 as a pivotal milestone for Pakistan’s governance. He emphasized that the policy serves to translate constitutional guarantees into practical, measurable actions. “This plan reflects our dedication to fulfilling our international commitments while advancing domestic human rights priorities,” he noted. He further expressed gratitude toward provincial governments, UNDP Pakistan, and civil society for their roles in the consultative process.

Strategic Focus and Implementation Framework

Abdul Khalique Shaikh, Secretary of the Ministry of Human Rights, stated that the plan is the culmination of extensive national consultations. Representing the third iteration of such a framework, the document outlines six core thematic areas and 86 specific action points. These points prioritize legal reforms, the protection of vulnerable populations, and the integration of digital rights, prisoners’ rights, and climate change resilience into national policy.

H.E. Philipp-Oliver Gross, Chargé d’Affaires of the Delegation of the European Union to Pakistan, reiterated the EU’s long-term partnership with the country. He remarked, “Our cooperation, including under GSP+, is rooted in respect for fundamental rights. The NAP-HR 2026 provides a practical framework with clear responsibilities and measurable targets that will support effective implementation and accountability.”

Dr. Samuel Rizk, Resident Representative of UNDP Pakistan, also affirmed support for the initiative. “Human rights must evolve to respond to the realities people face today. This Action Plan reflects that vision, and UNDP remains committed to supporting the Ministry of Human Rights and its partners in translating this roadmap into meaningful improvements in people’s lives,” he stated. The framework now serves as a central guide for federal and provincial entities to improve human rights monitoring and coordination across the nation.
