RAWALPINDI (special crosspondent) – President of the Rawalpindi Chamber of Commerce and Industry (RCCI) Usman Shaukat has stated that the national discourse surrounding the creation of new provinces and administrative units must move beyond a political lens. Instead, he argued, the discussion should be framed through the critical priorities of economic development, administrative efficiency, and long-term governance reform.

Reframing the National Administrative Debate

Speaking to a private television channel, Shaukat emphasized that the fundamental question facing policymakers is how to effectively address regional deprivation and ensure equitable resource allocation across the country. He underscored the necessity for a governance model that decentralizes authority, bringing the state closer to its citizens while ensuring that financial resources reach the communities that require them most. His perspective aligns with broader national concerns, similar to those discussed by experts regarding the strategic imperatives for Pakistan in terms of infrastructure and fiscal management.

Addressing Structural Disparities

Usman Shaukat observed that despite dramatic population growth, severe disparities in education, healthcare, infrastructure, and public services persist. He suggested that the debate should not merely center on the quantity of provinces but rather on whether the prevailing governance framework is delivering tangible results. He argued that the economic cost of regional deprivation far outweighs the costs associated with potential administrative restructuring. Policymakers are urged to conduct comprehensive assessments to see if significant economic potential is currently being stifled by inadequate connectivity and lack of access to institutional support.

Empowering Local Governance

The RCCI President highlighted that creating new provinces may not serve as a panacea if the underlying governance model remains unchanged. He proposed that empowered and adequately resourced local governments could be an alternative or complementary path to improving service delivery. He stated that the primary objective should be the genuine devolution of financial and administrative authority. Furthermore, the business community remains focused on long-term stability, noting that similar to the need for robust SME financing, they require policy certainty, predictable taxation, and reliable energy to drive national exports and job creation.

A Call for Evidence-Based Policy

Concluding his remarks, Shaukat stressed that the discussion must transition from television talk shows and political rhetoric into formal parliamentary proceedings. He called for the involvement of the Senate, provincial assemblies, and relevant stakeholder forums to ground the debate in rigorous economic studies, fiscal data, and widespread public consultation to ensure any future administrative changes serve the national interest.
