ISLAMABAD (special crosspondent) – The Federal Investigation Agency (FIA) has registered a First Information Report (FIR) No. FIR-CCC-ICT-6/26 against an organised network involved in the illegal sale and commercial use of human organs and tissues. The FIR was lodged at the Corporate Crime Circle, Islamabad, on June 24, 2026, at 14:00, following a complaint by Hina Kanwal, Administrative Officer of the Human Organ Transplant Authority (HOTA). The offence falls under Sections 11 and 12 of the HOTA Act 2010, read with Sections 420, 34, and 109 of the Pakistan Penal Code (PPC). The alleged illegal activities occurred around 01:00 on June 24, 2026, at House No. 4-A, Street No. 32, Sector F-7/1, Islamabad.

The investigation commenced promptly with no delay in recording the information. The FIR was dispatched from the Police Station at 23:00 on the same day. The operation was initiated based on credible information regarding the illicit trade in human organs and tissues. A joint team conducted a raid on a premises in Sector F-7/1, Islamabad, uncovering an unauthorised facility used for the storage and processing of human placenta.

Suspects Apprehended in Sector F-7/1

During the raid in Sector F-7/1, several individuals were apprehended. These included Chinese nationals Li Gangcai (Passport No. ED6288240), Wang Bao (Passport No. EN2971021), and Peng Fei Guo (Passport No. EM6765843), alongside Pakistani citizens Muhammad Waqas (CNIC No. 37405-7981836-1) and Qasim Hanif (CNIC No. 82102-3936985-1). Additionally, another Chinese national, Liu Yanghao (Passport No. EE0792643), arrived at the premises and identified himself as a friend of Li Gangcai.

Discovery of Second Location in Sector E-11

Further revelations came from Wang Bao, who disclosed another location in Sector E-11, Islamabad, allegedly involved in similar illegal activities. A subsequent team dispatched to the Sector E-11 site recovered numerous containers and refrigerators containing a significant quantity of human organs. Two local workers at this secondary site, Ajmad Iqbal (CNIC No. 15502-4146031-5) and Muhammad Nasir (CNIC No. 21604-7733825-1), were also apprehended.

Investigation and Legal Proceedings

The FIR explicitly requests a comprehensive investigation to identify all individuals participating in this illegal human organ and tissue trade network and to initiate legal proceedings against them. The accused are alleged to have been involved in misdeclaring human placenta as sheep placenta to facilitate its export for commercial purposes. Samples of the recovered human placentas are currently being sent to the Pakistan Institute of Medical Sciences (PIMS) for further analysis and action. The case highlights a serious breach of regulations concerning the transplant of human organs and tissues, underscoring the need for stringent oversight.
