Under the provisions of this new legislation, a vehicle will be formally classified as “end-of-life” if its registration has been officially cancelled, if it consistently fails to pass mandatory fitness or emissions inspections, or if it has been rendered permanently inoperable due to severe accidents, fire damage, natural disasters, or other catastrophic causes. Furthermore, the policy allows for vehicle owners to voluntarily surrender their automobiles for systematic scrapping.

The law stipulates that all identified end-of-life vehicles must be dismantled exclusively at government-authorised scrapping facilities.
