The deadline for this mandatory filing is August 29, 2026, in compliance with the regulatory frameworks established under Sections 204 and 210 of the Elections Act, 2017, and Rules 159 and 160 of the Election Rules, 2017.

Statutory Compliance Requirements

As outlined in the official press release distributed on Monday, all political entities are legally obligated to furnish their financial disclosures within 60 days following the conclusion of the fiscal year. These filings must be completed using Form-D and require formal certification from a recognized chartered accountant. The submission must comprehensively detail the party’s annual income, expenditures, all sources of funding, and a complete breakdown of assets and liabilities. This regulatory oversight aligns with broader efforts to ensure transparency in national administration, similar to the government’s recent push for timely completion of national development projects.

Audit and Documentation Standards

The Commission requires that each submission be accompanied by a rigorous audit report prepared by a chartered accountant. Furthermore, the party head or a duly authorized office-bearer must provide a signed certificate confirming the accuracy of the financial data, the authenticity of the audit, and an explicit declaration that no funds originated from prohibited sources. The ECP has underscored that Form-D submissions must be free of any overwriting to maintain documentation integrity.

To assist parties in fulfilling these obligations, printed copies of Form-D are available without cost at the ECP Secretariat in Islamabad and the respective provincial election offices in Punjab, Sindh, Khyber Pakhtunkhwa, and Balochistan. Documentation is also available via the official ECP website. Parties are additionally required to include the latest valid renewal of the auditor’s Institute of Chartered Accountants of Pakistan (ICAP) membership and comprehensive bank statements covering the fiscal period from July 1, 2025, to June 30, 2026.

Strict Submission Protocols

The ECP has enforced a strict delivery protocol, requiring that all documents be submitted in person to the Secretary of the Election Commission of Pakistan. This delivery must be performed by an office-bearer specifically authorized by the party head in accordance with Rule 156 of the Election Rules, 2017. The Commission has explicitly stated that submissions attempted via post, fax, courier, or any other electronic or postal channels will be rejected.
